Capt. Ilcev was born on 25 February 1973 in Montenegro (former Yugoslavia), city of Kotor. Having been interested in ship navigation he decided to register in 1990/91 at Maritime Faculty, Department of Nautical Studies in town of Kotor, Montenegro University. In 1994/95 he obtained bachelor’s degree and after that spent about 20 years onboard ships as cadet, deck officer and captain (master mariner without limitation).

In August 2020 he registered online as full-time student, so in May 2021 he has to submit his master thesis about Global Maritime Distress and Safety System (GMDSS) for evaluation.

During study he published one conference proceeding article and one research paper in SCOPUS accredited journal by DHET.
