Dimov Stojče Ilčev was born in Yambol, Bulgaria on 18 August 1944. He received two BEng degrees in Maritime Radio Engineering and Nautical Science from the Faculty of Maritime Studies at Kotor of Montenegro University (former Yugoslavia) in 1971 and 1979, respectively. Prof. Ilčev also received BSc (Hons) degree in Maritime Electronics and Communications from the Faculty of Maritime and Transportation Studies of Rijeka University at Rijeka, Croatia, and received an MSc degree in Electrical Engineering from the Faculty of Electrical Engineering, Telecommunication Department of Macedonian University at Skopie (both former Yugoslavia), in 1986 and 1994, respectively.

Early in 2000, he submitted his Doctoral dissertation for evaluation to the Faculty of Electrical Engineering, Telecommunication Department, of Belgrade University, Serbia (former Yugoslavia), with the following theme: “Characteristics and Development of Global Mobile Satellite Communications for Maritime, Land and Aeronautical Applications”. The thesis for dissertation has been positively evaluated for the Doctor of Science (PhD) academic degree. The South African Qualification Authorities (SAQA) provided certificate of evaluation and awarded to him both Master in Engineering and Doctor of Science degrees.

In March 1995 he also passed an on-site Global Maritime Distress and Safety (GMDSS) training course on the GMDSS Poseidon Simulator at the Maritime Training Centre in Varna, Bulgaria for GMDSS Instructor. He also holds the certificates for Radio operator 1st class (Morse), for GMDSS 1st class Radio Electronic Operator and Maintainer and for Master Mariner without limitations.

Between 1966 and 1989 he was engaged as a Radio, Deck Officer and Captain onboard ocean going ships getting very important practical experience in navigation, electronic, radio and satellite communications for his future research and projects.

From January 1979 till March 1981 he worked at Maritime Coast Radio Station, Bar Radio, Montenegro, former Yugoslavia as an Operator and Electronic Engineer of radio equipment and MF, HF, and VHF Commercial and Distress Communications, Safety, Navigation and Meteorological Information.

Since 1985 he was a General Manager of IS Marine Radio company for maintenance and installation of maritime radio and satellite communication and navigation equipment onboard merchant ships in Kotor, Montenegro. In the same time, he was Lecturer three school years in 1987, 1988 and 1989 in Nautical College, Kotor, Montenegro, and member of the Harbor Master’s Board of Montenegro State, former Yugoslavia, for training and examinations of Merchant Officer and Master Mariner certifications.

Since 1996 he has been working onboard ships for maintenance and installation Radio, satellite and Navigation equipment, then as ship agent and nautical cargo surveyor.

Since 2000 Prof. Ilčev is living in Durban, working for company IS Marine Radio for research and projects in modern Radio and Satellite Communication, Navigation and Surveillance (CNS) equipment and systems for maritime, land (road and railways) and aeronautical applications.

In January 2005 the Springer publishers published his first book: “Global Mobile Satellite Communications for Maritime Land and Aeronautical Applications”.

In the same time, he was part time professor of postgraduate studies for Master degrees in Satellite Communications at Westville University in Durban.
In May 2008 he got position at Durban University of Technology (DUT) as Research Professor at Technology Transfer and Innovations (TTI). In the same time he has been a captain of two arrested ships in port of Durban.

From 2009 to July 2010 he worked at Mangosuthu University of Technology (MUT) as Research Professor in Space Science. At present, after 4 years working at DUT, thanks to Vice Canceller of DUT Prof. A. Bawa, Prof. Ilčev establishes Research and Postgraduate Studies in Space Science.

As an expert in Radio and Satellite CNS, he is inventor of several solutions and author of many books, papers, proceedings and manuals about mobile Radio and Satellite CNS, DVB-RCS, Satellite Asset Tracking (SAT), Stratospheric Platform Systems (SCP) for maritime, land (road and railways) and aeronautical applications. He has very important project known as “African Satellite Augmentation System (ASAS)” for entire Africa and Middle East, for enhanced traffic control and management including improved safety and security at sea, on land and in the air.
